We are now, technologically and demographically, at the point where we can, and must, define and describe the governance that we are subject to, and the governance that, as citizens, we wield or exercise. At its simplest, the Internet, is already an immense, instantaneous vote-canvassing and vote-tabulating machine, particularly in those states where Internet Freedom is guaranteed by state law. Encryption is not a problem.  Encryption is a game that anyone who wants to should play as much as he wants to. Microsoft proposes one system--but there are others. How about we put it to a vote?
