Making a big deal of it is obsessive--and appallingly small-minded. Unless, maybe, yours is the down-at-the-heels, devoluting sort of country, in which customer services are so poor, or non-existent, that everybody has, perforce, to spend a lot of time standing in line, waiting to be waited-on.

To be frank but not invidious, they are peasants (close to the earth)--but, one hastens to add, they are not stupid, nor apparently unclean, and they are not without charm and dignity. But, Jeezuz-alas, they don't seem to have an abundant source of clean fresh water....
